I am a bit confused by your description. usually, the settlement tank should be the first tank after water leaving the pond if you have bottom drain. maybe it helps if you can draw a block diagram of your water circulation path.

I have 20 tones pond with filter about 7 tones.
filter consists of 8 chamber including vortex and pump chamber
the system is down up flow..(is it what you mean?)
now after vortex I set the next chamber as settlement chamber without media and the rest is filled bioballs.
I plan to put filter media in settlement chamber for better mechanical filtration.
