Russ is correct about the time to Niigata. The Shinkansen is the "Bullet Train" aptly named for the speed you travel at - over 75mph and up!!
The hotels in Tokyo are not like Hawaii. We stayed two years in a row at the Prince Hotels, right up the street, two blocks from the Shinagawa Station. I believe the cost in 2006 was $110/night and last year was about the same. Rooms are good sized western style with nice bathrooms. These hotels are middle level but really very nice! There's plenty of places to eat within a block of the hotel, including McDonalds for breakfast, and noodle houses for lunch and you can even eat Western food at Outback Steakhouse or TGI Friday's right across the street. Oh, and yes there is a Starbucks in the train station.
