Sharing the same country as Ivar, I can tell you that the dechlorinated water part is easy... our water isn't chlorinated at all. That makes it just a matter of putting the hose in the pond and letting it run Mind you with a 30 m3 pond, 3 m3 a day will will cost him about $130 a month if he has metered water (as the majority of Dutch households do). We do as a whole have good water though it is a bit on the hard side with an average DH of around 8-10.
