Steve, I have the picture up now on the post just above. You can see that the original ones do indeed rust.

CIM is abbev. for Commercial Industrial Membrane. IT is a two step water proofing material that looks like glossy rubber when dry.
You can use 3/4 plywood, screw it into the basic frame shape for housing BH, order plastic black or gray grating for the bottom and spray or roll on CIM as a wet paint. It will dry as thick as 1/4 inch if you like and be completely water proofed.
