the stainless has to be 316 marine grade any other grade will rust especially if salt is added to the pond even 314 will rust. Mine shows no signs of rusting or blistering. But if you are on a budget you should go diy. You can always use milk crates and line the inside with pond liner so water doesn escape the sides and drop back to the next tier of crates.
Aquitori if you are using bins use a layer of egg crate to hold the media up and off the drilled holes that way you get better distribution and no chance of any of the media being submerge.
