I know from my previous 13 years working for a Japanese engineering company that U.S. steels and Japanese steels don't always have the same composition/ratio of ingredients. Japanese steel performance can generally be within the range of a common U.S. steel such as 304SS, but usually have a little "extra" of something here or there that makes for interesting/unpredicted reactions when used in a system...
