The scraping refers to doing an exam of the mucus of the fish under a microscope. The UV will not affect parasites on the fish, if that is what you have.
You need to see if there is a Koi Health Advisor nearby who can help you. Check the AKCA website for clubs near you. For basic koi health issues, check the koivet.com site.
