This link breeders lists many well-known breeders (out of over 1,000, I believe) in Japan. I think the Sakai listed there refers to Sakai of Hiroshima. There doesn't appear to be any listing for Toshio Sakai, although Yamamatsu is mentioned.

You're correct! Toshio Sakai's facility is in Isawa, and is know as Isawa Nishikigoi Center.. Toshiyuki Sakai is his older brother. He inherited the farm of his father, known as Yamamatsu Koi Farm. Their father developed the line name which they both are considered famous for - Matsunosuke. Usually, when you hear the name Sakai, it refers to SFF, Sakai Fish Farm of Hiroshima.
