Can a hobbyist go straight to Japan to buy fish without a broker or dealer?

My husband and I and a group of friends are planning a trip to Japan next October, there will be 8 couples going, we will be traveling and sight seeing on our own. We will also be going to buy fish, we have already talked to Ken, at Eastern he is going to ship our fish in for all of us, we will of course have to pay all the fee's for license and permits, etc.. And we will pay him a small commission. We are all very excited about our trip, Frank and I have been there several times and we feel comfortable traveling without a dealer or broker. Going with a dealer is a great experience, but when traveling with dealer, there is not much time for sight seeing and other activities. We have traveled with Eastern Nishikigoi, Champion Nishikigoi, and there has never been enough time to really enjoy the country itself. They have opened doors for us, that we would not otherwise have. We will be able to go to all our favorite breeders with no problems of buying fish.
