I think the comment 'no good fish' needs to be understood in the context made, which we do not have; and in the context of what Sakai-san means by a 'good fish'. There is a vast range of meaning between 'these are all trash' and 'none of these is a "good fish"'. Everything in koi is relative. It should be remembered that Bekkos are not purpose-bred. They are all culls. (Except the 'Arkansas Bekko', of course.
