Population Control

How can I control the fish population within my pond. It is approximately 22,000 gallons and I want to maintain the population that I have. Removing fish means draining the entire pond to catch them. I had to do that last weekend and I really don't want to do it again. Currently the number of fish double or triple each year. Need your suggestions.

The one thing that was left out was how many fish are in the pond now? If you say you have 100 fish that would mean each fish has atleast 220 gallons of water...which isnt very much.
