Hi everyone just found out my water has a ph level of 9.0 extremley hard from what I have been told.No good for raising kohaku's but great for showa's and sanke's and shiro utsuri. Is this true

No not true.

9.0 is tolerable, but definitely far from ideal, and "extremely hard" is a very subjective description. What is your kh and gh in real numbers?

At that pH even normally undetectable amounts of background ammonia can be toxic, particularly in the summer's high temperatures.

If your tap water uses chloramines, make ammonia treatment a high priority. You can help further by making several small water changes during the week rather a larger one once a week. Install a carbon filter in the makeup water to help further. Feed them their food spread out as well, during the day, to avoid that ammonia spike.
