Does the power cord have 2 prongs or 3?

If 3 then check the ground for AC. Get that multi-meter and go from an earth ground to nutral and ground. If there is ANY AC detected than there is a problem that MUST be addressed by an electrician.

It is a 3 prong plug and it is a.c. The power company came to the lead to the house this a.m. (1:00) and called to say the line to us is fine. We now have to find out where the problem is originating on our side. Lots of options apparently. When hurricane Ivan came through it pulled the meter off the side of the house....Could be internal residual damage from that. Anyway, back to the pond: We don't have any fish in it and we are working to find the source. Didn't know we had any problem until the tingly water.
