A, C, B... C is a close second.

The Shiro is not fully developed, B has hi in the pecs and C doesn't present as good of sheen (along with some head blemishes).

B may squeek by A in real life (verses photo).

Steve makes an important point. Remember we are judging for the best finished koi on the day. In size 1 conformation differences are somewhat minimized so quality is often down to judging color quality and finally pattern. So the Shiro Utsuri's lack of even solid white on the head is a major drawback. Impossible to judge hikari on the Kujaku's but at size one I would certainly consider them as they are moch more finished than the SU at this point.
