You'll need to give much more information. Type of pond, filtration, number of koi, size, and water parameters. Water parameters including ph, kh, gh, temperature, nitrates, nitrites, and ammonia levels. Recent changes such as extremes of temperature or sudden changes in water parameters. Also have there been any potential predators that might scare fish away from the surface?
    Any signs of disease?

No water is 'perfect'. What are your test results?

Who said there are no diseases? When did 'they' say that?

How long has the pond been established? When were the fish added?

How many fish? What are you using to test? Have you looked with a scope for disease?

New fish may not eat for the first day or two, but you should rule out any bad parameters. I understand you said your water was perfect, but did you test the PH and ammonia levels at the least? If so, please tell us what they were so we can help determine if you're having PH crashes or ammonia spikes, both which would cause them to not eat. Try to measure the PH levels twice, once in the morning and once in the afternoon so we may see how much it fluctuates.

If you have not tested the water, try to avoid the test strips and go for the drop kits. You can find them in many places, even petsmart.

Did they use strips? Ask for the results next time, if you can! It's best to be able to test ph twice a day to see if it fluctuates too much. Ammonia should be undetectable.

How's your filtration? What's it consist of?
