    I would guess that varies with city and county codes...maybe not on a state level. I am only guessing about what does or does not need a local permit...two triggers could be depth and volume: anything over x inches deep (ie 12", 24"), anything of Y gallons (ie 1000 gallons, 2500 gallons). This is where you need to talk to local koi club members about what they have done about local permits.

    Worth the effort (get the thing " a lot closer to right") the first time.

    My permit was $900 for City of Corona. 12,000 gallons 24'x13'x 6.5'. Most cities do not have a code requirement for koi ponds, they will treat it just like a pool permit.

    Sorry man, wood will not last long in the dirt.

    That's a nice pond Viper! I paid a couple of hundred dollars for a city permit too. The city permit was a pain. They kept making appointments and then not show up. Totaling it up, the city inspections delayed my project about 3 weeks. I didn't lose more money but my contractors went broke waiting for them. It was immoral!
