Ok to leave liner with water bubble?

Is it ok to leave my liner permanently like this? On one side water flowed through the mortor and rocks to the other side of the liner causing it to be filled with water. The contruction is cinder block cemented with rebar and the inside of the pond is mortor and rocks, the liner overlapped up and over the cinder block.
Can this water bubble burst in time? or pop? what about when it freezes?
Should i mortor rocks in rocks and use foam on that side too or should i just leave the bubble there with no worries? It spans the whole back of the pond about 19 feet long, the front is rock mortored. I left the back for room to walk inbetween the fence.

Does the liner come up on the inside of the pond and then back under the coping then go back into the ground?????

Trying to figure out how the bubble was formed..................

Something like that lol. The bubble formed when the pond filled up to the mortored rocks, the water went right through the rocks and filled the back liner with water...
Its being fixed now, they drained the pond, squeezed out the water and are cementing it with cement blocks. Its a good thing i said something they were gonna leave it that way..and i knew that couldnt be right. It just looked like an accident waiting to happen...like a water bed going to pop
I figured i'd get opinions hear before i panicked
